“Radio and television are relatively effective means of communication,” the minister said, calling for careful consideration of their content before disseminating them.
She noted that in some cases, radio and television advertising could prove to be in violation of the Constitution and the spirit of existing laws, stressing the need to avoid such situations. “Even content aimed at spreading positive messages in society and preventing harmful practices such as child marriage and untouchability must not hurt the feelings of others,” she asserted.
The Minister said that advertising regulations have been amended to curb leakages in the advertising business and proposed allowing advertising agencies a commission of only 15% in this area. Acknowledging the impact of the economic slowdown on the advertising business, he said, “This provision makes it difficult for media outlets to earn relatively more revenue from advertising when they are resorting to financial crisis to pay their journalists and employees.'' “This will provide a basis for improving their economic status.”
The board's chairman, Laxman Humagain, highlighted efforts to regulate the advertising market. The provision requiring board approval before distributing advertisements shall take effect from the next Falgun (from mid-February to mid-March).
Sudip Thapa, chairman of Nepal Advertising Association, advised the media to embrace and promote cooperation for sustainability when the advertising market is shrinking and revenues are decreasing.
