So far, no one has figured it out. Trust me, we've tried. I wish I could, but I can't tell you how to get the purple pet. What I can do is provide a list of things I've done (or seen done) so that you can learn from our mistakes and understand it.
Below is a list of things I've done and witnessed, none of which resulted in a purple cat or dog.
- Use butterfly powder on iridium turtles
- Fill up the Iridium Turtle
- Use butterfly powder with care on cats and dogs
- Obtain all other pets and increase hearts to maximum

- Give Iridium to an existing pet
- Equip Mayor Louis' lucky purple shorts on your pet like a hat.
- Complete Mr. Chi's challenge “Chi's Crops”
- Achieve maximum hearts with all villagers
- Change your pet's appearance in the Temple of Illusions

- Treat it like a shiny Pokemon and adopt countless other pets
- Assuming it's a random event like a witch bringing a void egg.
My theory, and I'm a little overconfident, is that this has something to do with the newly added method to get up to 99 pairs of Mayor Lewis' Lucky Purple Shorts. Because it's purple.
If you try to give these shorts to Luis (or any other villager), you'll get a “wrong person” notice, but if you show them to Marnie, you'll get a confused reaction. She seems to be the only villager who reacts to these shorts in any way, so my theory is that we use the shorts to coerce these purple friends from her.
