The Omnibus Medical Services Bill was expanded to include four additional measures that were discussed by the Health and Social Welfare Committee and given second stage approval on 15 March.
As amended in the first debate, LB1215, sponsored by Sen. Blair Sen. Ben Hansen, includes provisions from more than a dozen bills considered in committee this session.
Bellevue Sen. Carol Blood successfully amended the bill based on the selection file to add provisions from two bills she sponsored. LB1373 would create the Dietitian Licensing Compact and add dietitian to the list of medical professions that require background checks in Nebraska.
Blood said the agreement would go into effect if seven states pass legislation. She said the agreement would not change the scope of practice of dietitians, but would promote mobility for certified dietitians and reduce licensing barriers. The amendment was adopted 29-0.
The second blood amendment, which was adopted 33-0, would add her LB823. The provision would adopt the Physician Assistant Licensing Compact, which would allow physician assistants licensed in other states who move to Nebraska to practice without obtaining a separate license, thereby allowing them to practice in Nebraska without obtaining a separate license. He said the burden will be reduced.
Sen. Jen Day of Omaha proposed an amendment to add provisions to LB1106 and LB1107 aimed at increasing access to breastfeeding services for Medicaid recipients in Nebraska.
LB1106 would require Medicaid to cover at least 10 lactation consultations for every mother or child eligible for Medicaid. It will also increase current lactation consultant availability by 145%.
The provisions of LB1107 would require the state Department of Health and Human Services to provide Medicaid coverage of electric breast pumps to all eligible pregnant women no later than January 1, 2025.
“While this change will not affect the vast majority of mothers on Medicaid, it could make a world of difference for those affected,” Day said.
The amendment was adopted that day by a vote of 37-0, and LB1215 advanced to final reading by voice vote.
