“The independent committee heard evidence and arguments from the club regarding a range of potential mitigating factors for the £16.6 million breach admitted by the club. [$21m]including the impact of two consecutive PSR claims,” the league said.
“We have determined that the appropriate sanction is a two point deduction, effective immediately,” the commission said in a statement.
Everton said it plans to appeal again.
“The club and its legal representative have begun preparations to appeal the committee's decision.''
“Everton remains committed to working with the league on all matters relating to PSR, but we are very concerned about the inconsistency across the various committees regarding the deductions being applied.”
The club was charged in January with breaching the Premier League's PSR in its financial records from the 2019-20 season to the 2022-23 season.
According to Premier League guidelines, clubs are at risk of breaching the PSR if they incur losses of more than £105 million ($133 million) over three seasons, or more than £35 million ($44 million) in a year. be.
The independent commission previously found the club had breached the PSR during the assessment period leading up to the 2021-22 season, costing them £124.5 million ($157 million) over the same period.
The Merseyside club received a 10-point penalty for the first offence, in November. On appeal, the penalty was reduced to six points.
Everton pointed out in a statement in January that the first charge covered 75% of the period of the second offense, which was already subject to a sanction.
Last year, treble champions Manchester City were referred to an independent committee for more than 100 alleged breaches of financial regulations, but a verdict has not yet been reached on the matter. The city denies wrongdoing.
Everton said the Premier League had no “mechanism to prevent clubs from being sanctioned again for breaches of accounting periods that have already resulted in penalties”.
On March 31, the Merseyside club posted a loss of £89.1 million ($113 million) for the 2022-23 season.
Everton were the first club to have points deducted for breaching the PSR, while Nottingham Forest dropped into the relegation zone this month after being deducted four points for breaching financial rules last season.
Forest have played one more game than Everton and are in 17th place with 25 points, ahead of Luton Town in 18th place on goal difference.
